  - question: "What should an agent compare first on two E&S quotes?"
answer: "Confirm both quotes describe the same insured, operations, locations, exposure estimates and policy period. Then compare the forms and exclusions against the client's actual work before assessing the price difference."
  - question: "How do fees affect the total cost of an E&S quote?"
answer: "Show premium, brokerage fees, other policy charges, surplus lines tax and any stamping fee separately, then calculate the total. Applicable taxes, taxable charges and stamping arrangements vary by jurisdiction."
  - question: "Why do exclusions matter when the limits match?"
answer: "Matching limits do not mean matching coverage. An exclusion can remove an exposure central to the client's operations. Obtain the actual endorsement wording and flag any unresolved mismatch before recommending the quote."
  - question: "What remains outstanding after an E&S quote is received?"
answer: "Identify quote expiration, subjectivities, signatures, required documents, payment requirements and any needed approval. Track who must complete each item and confirm coverage through the authorized party; receiving or comparing quotes does not establish that coverage is bound."

Two E&S quotes arrive with the same headline liability limits. One costs less. The retail agent still needs to establish whether they describe the same account and address the work the client actually performs.

A comparison becomes useful when the differences are visible beside the price. That includes the endorsement that removes an operation, the documents still outstanding and the charges added below the premium line.

## Compare the same account before comparing the price

Start with the named insured, locations, operations, exposure estimates and policy period. A quote based on lower payroll, omitted subcontracting or commercial-only work is answering a different submission.

Then compare coverage wording, exclusions, financial obligations and outstanding requirements. The [California Department of Insurance's commercial guide](https://www.insurance.ca.gov/01-consumers/105-type/95-guides/09-comm/commercialguide.cfm) emphasizes reviewing liability exclusions and explains the role of policy limits. Matching the limit on the first page is only one part of that review.

Ask for the complete quote, its forms and endorsement schedule, and wording for anything material or unfamiliar. If a form is unavailable, record the question as unresolved. A missing document should not become an assumed coverage benefit.

## A copyable E&S quote comparison worksheet

Copy this table into the account file. Replace each entry with the quoted provision, form reference and any open question. Use “not confirmed” where the documents do not supply an answer.

| Compare | Quote A | Quote B |
| --- | --- | --- |
| Insured and work | Entity, locations, trades and work mix | Same facts confirmed? |
| Exposure basis | Payroll, sales, subcontract costs and estimates | Same basis and estimates? |
| Insurer | Legal underwriting company, eligibility and rating checked | Legal company and checks |
| Policy period and trigger | Dates; occurrence or claims-made | Dates and trigger |
| Limits | Each occurrence / claim, aggregates and sublimits | Matching limits |
| Exclusions | Form numbers and effect on disclosed operations | Material differences |
| Added forms | Required additional-insured endorsements and other wording | Wording and limitations |
| Defense and retention | Defense expense treatment; deductible / SIR terms | Funding and defense differences |
| Premium and charges | Itemized premium, fees, tax and stamping | Itemized total on the same basis |
| Cancellation and audit | Minimum earned terms, refunds and audit basis | Differences and open questions |
| Quote tasks | Outstanding items, owners and deadlines | Outstanding items and deadlines |
| Offer status | Version date, expiration and required approval | Version date and offer status |

The insurer row should identify the entity providing coverage. Record the exact company named on the quote, the date of your eligibility and financial-strength checks, and any contract requirements needing confirmation. A familiar group name is insufficient for that record.

For the trigger row, obtain the actual form. [Kinsale's construction page](https://www.kinsaleins.com/products/casualty/construction/) lists both occurrence and claims-made structures. That is a concrete reason to check instead of assuming every contractor quote uses the same trigger. Where relevant, compare retroactive dates, reporting requirements and extended reporting provisions with the existing program.

For defense, deductibles and self-insured retentions, record who handles the defense, whether expenses reduce limits or satisfy the retention, and when the insured must pay. Similar dollar amounts can hide different responsibilities. Request the provision that answers each question.

## A cheaper contractor quote that misses the work

Consider this **hypothetical example**. The operation, prices and terms are invented for comparison; they are not market benchmarks or available Nomos quotes.

A contractor performs residential remodeling and commercial tenant improvements. Both submissions disclose that mix. Each quote shows a $1 million each-occurrence limit and a $2 million general aggregate.

- **Quote A:** $4,000 premium, but an attached endorsement expressly excludes all residential construction operations.
- **Quote B:** $5,200 premium, with no equivalent residential-work exclusion identified in the supplied forms; the remaining exclusions and conditions still need review.

Quote A has a $1,200 lower premium. Its defined exclusion conflicts with a material part of the disclosed business. Listing it as a comparable cheaper option without that explanation would hide the central difference.

The next action is to ask whether Quote A can be revised for the disclosed work and request amended terms. Until then, mark residential operations as a coverage mismatch. Quote B also needs scrutiny: absence of this one exclusion does not establish coverage for every project or claim.

Use our [general liability overview](/cover/general-liability/) for the coverage framework. Where the contract asks for ongoing and completed-operations additional-insured status, compare the actual endorsements using the [contractor requirements guide](/resources/gc-roofer-additional-insured-completed-operations/).

## Reconcile the amount the client will pay

Premium is one cost line. Separate the brokerage fee and other policy charges from surplus lines tax and any stamping fee. Our [wholesale brokerage fee guide](/resources/how-much-do-insurance-wholesalers-charge/) explains what to ask about the service charge.

For each quote, request an itemized calculation:

**Premium + brokerage fee + other policy charges + applicable surplus lines tax + applicable stamping fee = total quoted policy cost.**

Check the calculation under the applicable jurisdiction's rules. In California, the [SLA's fee guidance](https://www.slacal.com/resources/frequently-asked-questions/taxes-fees) explains that the treatment of a charge depends on its purpose. Its [state tax FAQ](https://www.slacal.com/resources/frequently-asked-questions/state-tax) identifies taxes as payable to the Department of Insurance, while [stamping fees](https://www.slacal.com/resources/frequently-asked-questions/stamping-fee) are paid to the association. Do not apply one state's charges nationwide.

If financing is proposed, show financing charges and the payment schedule separately. A smaller down payment does not establish a lower total cost.

## Check what happens after purchase

Ask how cancellation affects premium and fees. Record any minimum earned premium, minimum and deposit premium, return-premium calculation and fully earned charges exactly as quoted. Have the wholesaler explain unfamiliar wording before presenting a cancellation estimate. Do not assume that every unused day produces an equivalent refund.

Also check whether the premium is auditable and which exposure basis applies. [Travelers' audit FAQ](https://www.travelers.com/business-insurance/services/premium-audit/premium-audit-faq) describes comparing estimated sales or payroll with actual activity and adjusting premium. It illustrates the process; the terms on the particular E&S quote determine the client's obligations.

Record quote subjectivities as tasks: the requested document or action, who owns it, when it is due and whether approval remains outstanding. Distinguish requirements that must be satisfied before coverage can start from any expressly permitted later items. Ask the authorized party to resolve ambiguity in writing.

For hospitality accounts, use the more detailed [bar and restaurant GL/liquor comparison checklist](/resources/restaurant-liquor-liability-2026/) alongside this worksheet.

## Hand the client a decision they can understand

Present the total cost, material coverage differences and unresolved conditions together. Keep the dated quote versions and written clarifications with the recommendation. When terms change, update the comparison before the client decides.

Once an option is selected, follow the required process with the party authorized to confirm coverage. Receiving a quote, completing a worksheet or sending a request does not establish that coverage is bound. Send Nomos the account details and competing terms when you need help identifying the questions that remain.
